"as he is only a child still" - not really. I made my own food (because I wanted to help parents out) and did my own cleaning well before 12... and your and my ancestors got married and worked and managed household at 16. That attitude of yours may actually be what is enabling him (not saying it's your fault, just that you should shed the attitude ASAP - he's NOT a baby anymore)

No, only when nobody is in the room. The question made that very clear: "while the parent is working or doing chores elsewhere in the house"... "unless someone adult is in the same room to supervise - which is not always feasible"

not that "not allow", more "their schedules do not allow". Also, while your advice about quiet play is a good one in general, sadly with these 2 it's not useful - they shift to mayhem mode as easily from playing a board game or even reading together as from more boisterous activity.
