Here in the UK, it is common to have kids in nursery from 18 months/2 years, then they go to preschool then school by 4 or 5. Voted to close as opinion as well.

Jpatokal has a very good point though. The risk is still low in the countries you mention, just higher than in Europe and the US, so you should really consider applying your concerns to valid risks and not worry unduly. Focus on protecting your child appropriately.

Definitely agree with you - in my opinion there are two ideal positions: seat and lid down, or seat and lid up. Either is simple to change to the other position. The only important thing is for each user of the toilet to keep it clean.

The problem is that with your current activities list, your child wins: they get hugs from you, and they know that as long as they do misbehave like this you will give in - so the approach is not working at all.
