I think you may be overcomplicating the justifications. Why didn't you allow the boy in her room? Was it sex? What part of sex were you against? All of it? The pregnancy part? etc. I think you maybe just have to ask more questions of yourselves to figure it out. Good luck!

"So, what's the standard solution for this problem" = In the US, it's called a mini-van. Not the ideal solution for a lot of reasons, but does accomodate the car-seat issue. Regardless, I don't know where you live, but in the US a lot of Fire Departments will do car seat installs/inspections for you. Check with them to see if your car can even handle 3 seats properly.

"Go ahead and scare him. Why not?" = because it's not necessarily scary, and once the child has their first beer and realized the world didn't end, they now may second guess a lot of what the parent had said. Instead, just be honest. Alcohol can cause a lot of problems for some people. But for a lot of people, it's not a problem at all.

Making children scared of the police seems like a bad idea all around. That said, plenty of kids grow up fearing a god of some sorts--for better or worse, I guess.
